भारतीय प्रशासनिक सेवा : कुछ गंभीर विरोधाभास

इस बार की सिविल सर्विसेज परीक्षा में सबको पदों की संख्या पता चल गई है। पिछली बार से 20% सीटें कम हो गयी हैं और ये 15-20% वाला क्रम पिछले 6 सालों से चल रहा है। अब सैंपल साइज इतना बड़ा हो गया है कि आराम से यह निष्कर्ष निकाला जा सकता है कि यह सरकार रोज़गार के मुद्दे पर बेहद उदासीन है। खासतौर पर तब जब हम आये दिन समाचार सुनते या देखते रहते हैं कि फलाना विभाग में इतनी जगहें खाली हैं। खुद सरकार स्वीकारती है ये धीर, गंभीर बड़ी संख्याएँ। इनके पास मिसाइल खरीदने या बनाने के लिए हज़ारों करोड़ रुपये हैं और उन्हें वो खरीदकर या बनाकर जंग खाने के लिए छोड़ देते हैं। कितने यूद्ध हो रहे हैं चीन या पाकिस्तान के साथ या कौन सा तीसरा विश्व युद्ध हम लड़ रहे हैं। हाँ, पाकिस्तान के साथ वाकयुद्ध खूब चलता है। और ये उनका सच में कुछ बिगाड़ नहीं सकते क्योंकि वो वास्तव में एक गैर जिम्मेदार परमाणु शक्ति सम्पन्न राज्य है। कब एक मिसाइल दिल्ली पर छोड़ दे, पता नहीं लेकिन यदि परमाणु युद्ध छिड़ भी जाये तो उतने हथियार शायद हमारे पास हैं और वो दो दिन का युद्ध होगा, 20 दिन का नहीं। सो आपके पास हज़ारों करोड़ रुपया खर्च करने का विवेकपूर्ण तरीका है वैज्ञानिक अनुसंधान और खाली पड़ी भर्तियों को भरने का। आखिर वो पद आपने बनाये हैं तो महत्वपूर्ण होंगे ही, तो आज उन्हें गैर जरूरी क्यों मानते हैं ? बेहद निराशाजनक।

अब आज यदि आपकी छीछालेदर पकौड़े वाले बयानों पर हो रही है तो इसके ज़िम्मेदार आप खुद हैं, वो निराश युवाओं की भीड़ नहीं।
